Ugandan Catholic Priest suspended for speaking out against sexual immorality and crimes

By Melanie Nathan, March 20, 2o13.

The Archbishop of Kampala Dr. Cyprian Kizito Lwanga has suspended cleric Fr. Anthony Musaala, who authored a document criticizing Catholic Church colleagues in Uganda, accusing them of sexual immorality and crimes. Fr. Anthony, is no stranger to controversy, and has been known for his popular gospel singing, for being a target of anti-gay exposure himself and speaking out against attacks on gays in Uganda.

In our earlier post about Fr. Anthony at we reported my discussion with him where he told me that he had been the target of anti-gay exposure, “I believe that I may have been one of the first casualties of the scandalous Scott Lively anti-gay conference,” he told me.  ”After me, many others were targeted, harassed, and displaced. We still live with those consequences.”  He then told me the whole story of his persecution, “to show how murky this Uganda anti gay campaign is, and how it destroys lives. Although the trauma for me has been more in terms of mental stress and in terms of my work being impeded there are others in the community here whose lives are not what they used to be.”  http://oblogdeeoblogda.me/2013/01/21/ugandan-catholic-priest-persecuted-by-scott-livelys-anti-gay-campaign-speaks-of-bribes/ .

Now this priest, relying on what is true and moral, has the honesty and integrity to come out with the dark hidden truths and secrets which have in recent years only served to find the Catholic Church in hot water, losing credibility and even seeing some of its members held accountable decades later. However what Fr. Anthony acknowledges is that the problem is far more systemic than the Church will still admit. Now the irony is that the man of God is being punished for telling the truth about the situation of the church in Uganda.

The Ugandan Monitor reports: Dr. Lwanga, in a statement on Tuesday, said Fr. Musaala had been suspended for the document, which “damages the good morals of the Catholic believers and faults the church’s teaching”.

According to the Dr Lwang, Fr. Musaala admitted to authoring the document, which has been widely circulating on the internet:

Below we present to you the full Statement from Fr. Anthony Masaala speaking about the Catholic Church in Uganda:

FR ANTHONY MUSAALA

Tuesday 12th March 2013

AN OPEN LETTER TO BISHOPS, PRIESTS AND  LAITY:  THE FAILURE OF CELIBATE CHASTITY AMONG DIOCESAN PRIESTS.

It is an open secret that many catholic priests and some bishops, in Uganda and elsewhere, no longer live celibate chastity.

From the numerous cases on the ground one might be forgiven for saying that  most diocesan priests either don’t believe in celibacy anymore, or if they do, have long since given up the struggle to be chaste.

In any case it still seems important for priests  to vow  even a woefully imperfect celibacy, if only for the sake of  the hallowed ‘priestly image’.

The church however still maintains the fable that most catholic priests persevere in celibate chastity fairly well, which fiction begs belief.

ALL IS NOT WELL

All is definitely not well with what I call ‘administrative celibacy’, in the catholic church. It is a celibacy which is more forced than consented to, and  its effects are anything but good.

I suggest  that now more than at any other time, we must begin an open and frank dialogueabout  catholic priests  becoming happily married men, rather than being miserable and single, either before or after ordination.

Although this may be quite a shock to many, but the alternative may be far worse. What do you think  happens when lapses and scandals by priests, sisters, brothers and bishops continue unabated , whether hidden or not?

My forecast is that we will have  a few more years of catholic self-deception; perhaps ten, telling ourselves  and the world that  everything is Ok, nothing serious. Then more scandals will surface.

As people become more enlightened (as in Europe)  there will be a crisis of faith, perhaps a sudden  collapse, with many leaving the church, either to join other churches (whose pastors may be no better, but who appear to be less hypocritical about it), or to become agnostics, especially the middle classes.

One must remember that there are other challenges facing the church, such as general weakening of faith, loss of sacramental life, low incomes, dull liturgies, and the challenges of the media. Many of the youth ( not the children) are already alienated from Catholicism and are easy prey to proselytizing groups.

FACING THE NAKED TRUTH

The number of catholic priests and bishops who are sexually active in Uganda is unknown, but almost everywhere  unedifying stories  of priests ‘sexploits’, are not hard to come by. These stories are told in counseling or as anecdotes,or by the media. They are told within the parishes and beyond. They are told at home in families, in  taxis, in hair salons and in the markets.

What is talked about? Priests’ secret and not so secret liaisons with  girls and women,  coerced sex with house-maids, with students, with relatives;  priests ‘wives’ set up in well established homes;  priests involved with a parishioner’s wife;  of priests romantically involved  with religious Sisters;  priests offering money for sex, and so on…

If you add to this, a fair  number of priests’ and bishops’ children scattered around the nation,  who are carefully hidden from view (and not so carefully!), not to mention children who are  aborted at  priests’ behest, we begin to get the true picture of human weakness, whose consequences are nothing less than catastrophic both for the priest and his partners, and which cannot be concealed by  taking a vow of celibacy, or by retreats and more prayers.

LETS LEARN FROM EUROPE AND AMERICA

While in Europe and the States, the scandal of numerous paedophile priests, whose victims  arerightly suing the catholic church is widely reported in the media, very little by contrast is heard about priests and bishops in Africa who continue  sexually abusing female minors (or vulnerable women) with no legal action taken.

Obviously time has come for serious measures  to be undertaken,  similar to those in Europe and America. Apart from legal action in civil and ecclesiastical courts aginst offenders, strict  ‘child protection’ codes and practices, must be enforced, by the state which for instance should prohibit young or vulnerable females from residing in parish houses, where some of the abuses occur.

THE SINS OF DECEPTION AND SILENCE

Thus the unnecessary and unpalatable deception  about celibate priests, that they are chaste when they are not is clearly  contradicted by what is on the ground. The deception is of course not tenable for much longer.

Surely we must first tell ourselves the truth as a church, that is to say, that celibacy has failed or is failing us, and then also tell the world which we have been deceiving  the naked truth, before we are completely overtaken by events.

Unfortunately there is  an ominous unhealthy conspiracy of silence  about these matters among the Ugandan clergy and faithful alike, probably because priestly celibacy might  be seen to be a hollow shell, which it mostly is nowadays.

The  laity for all their good will, are also co-opted into this unwholesome silence, sometimes for lack of information, sometimes  because they believe that they have some ‘moral’ duty to be loyal to an imperfect church. In truth  their silence shores up the sins of priests and the destroys many lives.

MARRIED PRIESTS NOT WANTED FOR THE WRONG REASONS

When I ask lay people whether catholic priests should have the option to marry the answer is always NO; since they say, that would make catholic priests like Anglican reverends! As if that was the worse possible  fate, yet Anglican clergy who are married certainly do not have  the same levels and same kinds of sexual lapses as their catholic counterparts..

Most lay people in Uganda would not like their priests to have the option of marriage, yet it is their very own children, sisters, wives who are  being used  and abused by the clergy!

THE CAMPAIGN

A campaign for optional married priesthood in the catholic church is now required. This  campaign is primarily a form of education and purification. It is not be construed as a rebellion against  established doctrine but a reading of the signs of the times

Since there are no fundamental theological arguments against a married priesthood (there are already some married priests in he UK and Uniate catholic churches) but only arguments from tradition and church discipline, I believe that it is a matter of time before common sense prevails and marriage for the clergy in the latin rite (i.e. catholic) church is accepted..

I am aware that  there is a big struggle ahead.Unfortunately celibacy also serves certain vested interests in the power structure of the church, and of course celibate priests are cheaper and easier to deal with, even to manipulate, by ecclesiastical authority, but I believe that in time we will be freed from this unecessary yoke, unhelpful as it is, which is all the more severe in Africa where family and family ties are so crucial to one’s psychological equilibrium..

PERSONAL INTEREST

One factor which has prompted me to take up this campaign  is my own biography. I am one of a handful of several priests who had the misfortune of appearing in the press for supposed sexual trespasses.

In my case, which was 2009, it was cited that I must be a homosexual, because I had homosexual friends and went to homosexual gatherings. Not that I cared much whether or not someone thinks that I am homosexual. Certainly I have been called worse things than that.

In my defence  I tried to point out that I didn’t actually recall having had homosexual relations with any of my rabid accusers, neither did they; which meant that  hearsay alone became the evidence .

What I found troubling is what followed.  Apart from all the pain and scandal caused to all concerned, I found that even though all the allegations were based on hearsay, I was being treated, by my superiors as the biggest sinner in Nineveh.

Up till now  judgements   are being made against me by ecclesiastical authority in the light of  those events, which I suppose  is to be expected. I wondered about this and came to the conclusion that priests who ‘get caught.’  like me,  have to pay for the sins of all those who don’t get caught.

In other words failed celibacy requires scapegoats. Some clergy are able to get away with the grossest behaviour, because of their age, position, influence or  even because of financial inducements.

So while I appear to have little moral authority to talk about celibacy as a priestly virtue because of what may or may not have happened to me in 2009,  nevertheless I can point out the systemic immorality of the institutionalized hypocrisy called celibate diocesan priesthood, which severely punishes lapses when they appear, but condones the secret crimes of  many more.

I believe that there must be a new openness at whatever  it takes. The point is  not that diocesan priests should  leave the priesthood and get married, but compel the church to offer the option of a married priesthood. This will put an end to the double lives so many priests  are forced to live.

SOME CASES HEARD

Case One

I spoke with a 21 year old young man last week. He is one of seven children of  a catholic priest who happens to still be serving within the Province of the Archdiocese of Kampala. The young man, who is willing to testify, lived in a parish house with his father priest, even serving on the altar with him, but having to pretend to be a visiting nephew.

At times he was assisted by his father to go to school, but was later abandoned. On one occasion  he drank poison in order to end his life, due to the trauma, but was taken to hospital before he died.

Case Two

Another is a personal friend. He was fathered by a missionary priest of the White Fathers 58 years ago but is still suffering the trauma of no real identity or home.

Although he has since  received some minimum compensation from the White fathers , he still feels that there was an injustice to his  mother who is still alive , who was sexually assaulted by the said White father priest in his office when she was only sixteen. He wishes to sue.

Case Three

Another case is of a priest who seduced a member of  my youth group who happened to be in need of school fees, at Old Kampala,  She soon became pregnant by the said priest, disappeared from church activities and from her home to be established in a ‘home’.

Case Four

Another lady tells of  how she went to confession, only to be sexually molested by the priest, who fondled her breasts during confession

Case Five

When I was at secondary school, it was common knowledge that various Brothers were having sexual activity with the boys. It was called ‘jaboo’. As a pubescent teenager, my first sexual encounter was actually with one of the brothers who invited me to his room on the pretext of doing some extra chemistry equations. I was sixteen at the time. Later I heard that several others had been through the same thing..with the same Brother and with other ones..Some are still alive to this day.

ACTION REQUIRED

I do not believe either that these cases are just a few ‘bad apples’ in the barrel, but rather they are symptomatic of a sick system which has lost its integrity in this one area, but won’t admit it.

Some of these cases are clearly criminal in nature, especially those of sex with children. They should be dealt with in a normal fashion and legal action  taken in civil courts either against the church, or against those priests who offend.

I am therefore compiling cases from all over Uganda.I believe that if the all the  victims of clearly  molestations were to  come out and sue the church in civil courts, such abuses would sharply decrease.

I am also  helping to set up a Victims Support Group, independent of the church for obvious reasons, with guidance and help from similar groups in Europe and the States.

I have also engaged a Human rights lawyer to advise on the wider implications of clergy abuse on the basic human rights of individuals, especially women.

Join me in this exciting challenge to bring fundamental change and renewal  to the catholic church.

Happy Easter

FR. ANTHONY MUSAALA

In retaliation the Archbishop said:

“As per now, after the acceptance of Fr. Musaala that he authored this document, the law prescribed by the Church in can. 1369 takes its course. This law states that: “A person is to be punished with a just penalty, who, at a public event or assembly, or in a published writing, or by otherwise using the means of social communication, utters blasphemy, or gravely harms public morals, or rails at or excites hatred of or contempt for religion or the Church.”

This means according to  the Archbishop that Fr. Musaala because of the publication of his article in the public media which he alleges “damages good morals of Catholic believers and further expresses a wrong teaching against the Catholic Church’s teaching” , he incurs a Ferendae sententiae penalty as prescribed by Can.1314, Dr Lwanga said in the statement.

He added:

“ This means that Father Anthony Musaala is suspended from celebrating sacraments and sacramentals, from the powers of governance in accordance to the law of the Church Can.1335 and1336§1n.1, 2and3 as investigations are being carried on.”

and issued the following letter:

Dear people of God,

I deeply think of the immense suffering caused by the article produced in the media authored by Fr. Anthony Musaala, that seems to be casting a dark shadow of suspicion” over all priests.

Above all, the Church takes seriously the allegations in this article. On behalf of my fellow Catholic Bishops in Uganda I wish to assure the public that as leaders of the Catholic Church in Uganda; we are committed to the protection of the minors and rights of everyone. Investigations about these allegations are to begin immediately with of course cases that are proved.

It should however, be clear to everyone that the value of the choice of priestly celibacy according to the Catholic tradition still stands, and the need for solid human and Christian formation is underlined, both for seminarians and for those already ordained.

The Catholic Church’s Code of Canon Law states the stand of the Catholic Church on celibacy in Canon 277, which mandates clerical celibacy that: “Clerics are obliged to observe perfect and perpetual continence for the sake of the Kingdom of Heaven and therefore are obliged to observe celibacy, which is a special gift of God, by which sacred ministers can adhere more easily to Christ with an undivided heart and can more freely dedicate themselves to the services of God and mankind.”

This Church law is embraced willingly as prescribed by Can.1037 which states that: “A candidate for the permanent diaconate who is not married, and likewise a candidate for the priesthood, is not to be admitted to the order of diaconate unless he has, in the prescribed rite, publically before God and the Church undertaken the obligation of celibacy, or unless he has taken perpetual vows in a religious institute”. This means therefore that no one is forced to embrace this discipline before or at ordination.

Everyone should once again remember that until Christ came along (Mt 19:12), and then Paul (1 Cor. 7:32-35), the only state of life known was marriage but when Christ came, He made it clear that some people would remain celibate (“eunuchs”) for the sake of the Kingdom of God (Mt 19:12). St. Paul further recommended it for those who would be dedicated to serving God in this world (1 Cor. 7:7, 17, 32-35), for the salvation of souls and it is totally a freedom of choice as the above biblical quotations suggest.

In his dossier, Fr. Musaala alleges sexual abuse among Catholic clergy in Uganda and sought open debate on allowing priests to marry instead of pretending to be celibate. Fr. Musaala also confessed in the document, to being sodomized at 16 while at the Seminary and implicated colleagues/bishops in having undisclosed children as well as secret children, accusing them of living a hypocritical life and hoodwinking a gullible flock.

Father Musaala, is right. Nature and chracteristic of human being is to to produce. Father Musaala is a heroe for telling the trueth and testimony. He will be understood by the church after 100 years. You can still work and help people out side the rotten church.Dont be threatened father musaala by church leaders who serve satan instead of God! Thuts why the pope resigned.

Manytimes people tend to come up with stories for their personal motives. Ok, it might be true but did Fr. Musaala first think of the consequenses before he could come out and make such an allegation. Fr. Musaala lost direction many years ago and because of the 2009 accusations against him fellow priests tend disassociate with him which makes him feel abandoned. Because he is desparate and as his technique to trap aid abroad, he has waged a war against a big institution to enable him get enough aid, what a greed!!!!

      WAR AGAINST CHURCH
For alongtime the church has preserved its morals and customs yet the other so called religions that emmerged in the 90′s have failed to do the same. Believe me this is a combined effort among the other so called new regions through individuals like Fr. Musaala to lead to the down fall of the church. The church is strong and will remain strong and indiduals like Fr.??? Musaala will leave it in existance.

      Happy Easter.

The Church has proved it cannot contain celibacy. Fr Musaala is bravely speaking of change and choices. Like he says he does not believe in liberalism but rather in fundamental change. Its tie the Church got real.

Lady, you don’t know what you are writing about. no fundamental change can be brought out in an irrational manner. have you lost your sense of reason and logic. who does not know that there are priests with kids? Why is musaala bringing all these bogus at this point of time. It would be prudent enough for musaala to quit the church and marry. the church is mother. she has seen worst things than what musaala claims he is the 1st to talk about. Am not content with the evils in the church, but concern with the forum. He should have addressed this issue around table with the ecclesiastical magisterium.

        • KIGANDA GERALD March 21, 2013 at 6:26 AM #

please avoid generalizing the word church is broad, and many priests and other leaders have contained celibacy till death. only this saga and then you utter that.

Hi, Thanks for the coverage of Musaala’s letter. A few issues:

While Fr. Musaala raises very important issues in his letter, I think there is hypocrisy and a selfish aspect to his latest move which everyone praising him is failing to clearly see:

From his now viral letter, he says:

“As a pubescent teenager, my first sexual encounter was actually with one of the brothers who invited me to his room on the pretext of doing some extra chemistry equations. I was sixteen at the time”.

Question: Since this was his “first” encounter, when was his second, third, 100th?

Fr Musaala therefore inadvertently admits to his homosexuality after denying it for four years!

From analyzing his letter, Musaala’s ‘beef’ with the church is not that there is moral decay in it. Rather It is that the church could tolerate his peers’ ‘straight’ sexual transgressions while condemning his gay ones!

His cunningly written letter includes non-denial denials to the 2009 accusation against him regarding homosexuality. In the end, he doesn’t really deny that he ever had gay sex with anyone. In passing references to his sexual life, he instead gives himself away towards the end of his letter

Now we know he is a gay, trying to at least get the same ‘blind eye’ from his bosses that they give to other (straight) promiscuous priests!

          • motsamai March 22, 2013 at 2:28 AM #

he wasn’t saying HIS first encounter, he was quoting a case, read well befor commenting my friend!

thanks alot i have no right to judge but everybody would always find defence for his actions.musaala if u wanna marry go on who stops u???? u have a right. and not all priests do what he is saying there are those that hold unto catholic vows. bt he shdnt generalise all priests for his personal motives let him go on and marry no need to defend himself and justifying himself to win public name.besides its against the Bible the Bible says in corinthians that if a brother is in wrong call him and other elders in church and disscuss the matter but did Musaala discuss the issue with elders in church before publicty Shame on u Musaala for ur greed to earn public name.be humble evn the Bible talks abt it just be humble and why didnt u bring out the matter before ur scandles?? u were a priest for a long time where have u bn along along to write abt this why u had to wait untill u become public figure so dat u start writtg. ok may the holy spirit guide u.i do believe in what he has wriiten BUT not all and why not discuss it first with elders? and why at this time aftr his scandles? so is he fighting for a public name or??? ok the Almighty GOD is the only Judge.

Fr. Musaala was himself being treated badly with accusations against him by the Archbishop. Why would he turst to bring this matter to them before? And that said how do you know that he did not?

I can really see that you also have a narrow shallow thinking capacity like your so called musala. are u posessed by the spirit of musala or belzebul. rest assured that despite of the human weakness in the Church, u and ur man there cannot do anything to the church. there is no church of angels here on earth. how can u susu in ur own plate of feedeing. plis, revisit ur thinking.

I am a person who believes in doing the right thing. The Church is NOT above God. No one single human is – not even the POPE! You commit a crime – you should go to jail. Any single priest who defiled a young person should be held accountable under secular law. Quite frankly I am sick od the international Catholic Church cover ups. It has caste a shadow on all Catholic Clergy and it needs to get cleaned up. Bravo Fr Anthony fr coming up with a solution. What is the solution do not ask humans to try and be celibate when nature dod not want humans to be celibate. So give priests a choice. Secondly hurt a kid go to jail- no matter who you are 0 gay straight or otherwise. end of story!

Surely i can see how the devil works even among people you may think that can not be touched by the devil, like Fr. Musaala and his followers; I never studied the Bible but from what you Frs teach us, it is said that nothing will ever be good in the eyes of God when its done without Love, did you think of how many people you were going to hurt? Fr. musaala may think that is so Holy or is doing the wright thing but remember Fr. If you fear the Test and run away from the test room you will never be promoted to the next class, Whatever you are saying may have water but how do you handle things as a trained Priest? A bishop is like your Father you couldn’t go and face him about this delicate matter??? this is a church Bilut on a Rock as we read, you think you can just change it that way noooo

    • Melanie Nathan March 21, 2013 at 10:25 AM #

AND ITS OKAY by you for Priests to continue to abuse children and defile them. Fr. Musaala is one of the few who have had the courage to speak the truth that the world already knows and the truth that many many priests are pedophiles and have yet to see justice. Fr. Musaala has stood by his LOVE for the Church. Surely G-d does not want children defiled and Priests who know about it to remain silent. Who cares about the mechanism of truth so long as it be TOLD. Why do you think the Pope resigned. because he is a coward!

  4. James March 21, 2013 at 7:29 AM #

Please Fr. Musaala you know me very well and i hope you will understand me, am not against you but the way you handled these issue concerns me much, as the Catholic Church we have significant sacrament which you can’t find in other religions but they are not respected by Catholics even the Priests, so the church too should remove them? The Catholic church is so rich in its faith, I will give you the Sacrament of the Eucharist in other religions they call it a bread just but in our faith its the BODY OF OUR LORD JESUS so this is our faith that priests should not marry? I would be with you if you would say that any proved priest with a wife or who ever wishes to marry should ask the Bishop and he leaves the priesthood and joins other Christians in married but priests to remain in the priesthood when they are married i don’t agree with you. Fr. we are praying for you and the Bishop so that these issues may not tear up the Church that Jesus started. God Bless you!!

It is better to be honest, real, faithful, just, realistic, and transparent. Fr Musaala has been battling with the pain of the unfaithfulness clergy who pretend to live a holy yet untrue. Nothing is hidden that will not be exposed. Musaala is not at all against the Church but protecting the Church’s integrity. He argues with all the truth and personal experience in his hands. His disclosure exposes the need to the whole world. Fr Musaala is not against any one or the Church as an institution but the failures and the weaknesses by the individuals hence leading to inefficiency of the Church.

Please respect Fr Musaala because he has a point to the whole Church in the world.

I will not like to attack the house of God which is the church,i am a very sensitive person when it comes to issues like this, but what i must advise is that one should stay away from any priest that is found wanting or found not to be celibate as he swore to because such person can be very dangerous and capable of other heinous hidden crimes.Satan has already crept into the church there is no doubt about that as a matter of fact what most of the modern day catholic priest are enjoying today is the fruit of labor from very sincere priests of the early post colonial times. Most of the priest today live a life of sex, even engaging in sex more that the open married men in society to the extent of sleeping with parishioners wives but not all priests are bad but recently most are.In Nigeria i am a witness to many testimonies from my past girl friends being harassed some raped by priest ,though most of the victims still remain loyal catholic faithfuls and cannot speak out unless you are her very intimate with her.

My advise is that the church should rise up to the challenge,at least do some serious weeding in the seminaries, and fish out the bad eggs on time before they become priests.God bless the church..

I hav read thru Fr.Anthony document. The marriage of the clergy its by time that they get married. yes will erradicate all the allegations that Fr Anthony has spioken about. I hav attended catholic schools both junior and senior school. and the allegations that fr.anthony talks about in his letter is what happened and then some of the priests just get transfered to another parish only to do the same crime there as well. And so it is never dealt with. It just get swept under the carpets. Now that someone has blown the whistle on these sick clergy men he gets suspended and I don’t know how long this will still go on when innocent lives will be destroyed and parishers condone that out of ignorance. When are people goin to start standing for the truth. Would Jesus have tolerated this nonsence that these clergy men are busy with. If u burn with desire then get married so that u will stop sinning.

This irritates me may the church should be taken to court because there seems to be overwhelming evidence against it and its priests(for whom its covering up)

At long last Father Musaala have spoken and exposed the truth. His love for the Church and God has made him come out string on these issues. Catholics need to stop these hypocrisies. I lfet the faith because of the abuse and trauma but I love God and I still think that thare are good elements in the Catholic church. We need more like Father Musaala. I am reminded of the biblical verse “Judge not and you shall not be judged” and i call this out to all those who are judging. Remember what Jesus did when those men wanted to stone Mary Magdalena, the same should apply now.
