Uganda’s Anti-Homosexuality Bill moves up to #1 on Parliament’s Notice of Business

UPDATED MARCH 06, 2013: The Parliament did not post The Order Papers on its Website today.

UPDATED MARCH 05, 2013. AHB is not on Parliament Agenda today due to a special sitting of Parliament to pay tribute to THE LATE FIRST DEPUTY PRIME MINISTER/MINISTER OF EAST AFRICAN COMMUNITY AFFAIRS, RT. HON. ERIYA KATEGAYA – TUESDAY,  5TH MARCH 2013,  TIME OF COMMENCEMENT: 2.00 P.M. and so today will not be a usual sitting of Parliament

UPDATED Feb 20, 2013:  The Anti-Homosexuality Bill, pending its second debate in Parliament,  slipped to NO.5 today behind  2 Bills,  the Public Order and Management Bill, and the controversial Marriage and Divorce Bill. This means the Bill will probably not be heard this week. The length of time set aside for Parliament’s business is longer than usual and so the Bill may take a few more days before it can be heard. However the Bill can easily be placed back to No. 1 and so it is still unpredictable as to when it will be debated.

FEB 19, 2013: 
As can be seen the 7TH SITTING OF THE 3RD MEETING OF THE 2ND SESSION OF THE 9TH PARLIAMENT OF UGANDA:  TUESDAY 19H FEBRUARY 2013 – TIME OF COMMENCEMENT 2.00 P.M., Uganda’s Parliament will deal with its initial Agenda and readings and then under heading,” Business to follow”  the Anti-Homosexuality Bil is at #1 position on these Order papers. Parliament sits at 2 PM Uganda time today and then after  some hours into the program, the otherwise known as Kill the Gays Bill will be debated for its second time. However the agenda is packed tightly with business matters and its unlikely the Bill will be reached until later in the week. Parliament does not sit on Friday. It could spill over to next week if not heard on Wednesday or Thursday.

This means the controversial Bill which enjoys 89% popularity in Parliament, is very close to being debated could possible be heard this week.

Once read the Bill can be assented to by President Museveni or he can send it back twice to Parliament with a refusal to assent, in which event, on the second return to Parliament, it can be passed on a two thirds majority vote.
