The Civil Society Coalition on Human Rights and Constitutional Law (CSCHRCL), Human Rights Awareness and Promotion Forum (HRAPF), Rainbow Health Foundation (RHF), and Support Initiative for Persons with Congenital Disorders (SIPD) released a report on violations based on Sex Determination, Gender Identity and Sexual Orientation (SDGISO) (SOGI) . Benetech Inc. provided the technical and financial support to develop and produce the report. They also developed and provided the Martus Software to document the violations.
The report dispels the often made claim that there are no violations of human rights or dignity based upon an individual’s actual or SDGISO in Uganda.
One of its key findings is that violations of the rights and/or dignity based on SDGISO occur quite regularly in Uganda.
The report verified 78 cases of violations of rights and dignity of individuals based on sex determination, gender identity and sexual orientation from 1995 to 2013 and found 116 individuals violations.
43 cases out of these involved violations of due process rights by members of the police forces, often involving arrest and unlawful detention. 15 included violations of the right to privacy and 14 involved violations of the right to property including eviction from rented houses.
Each case that was included in the report was subjected to a rigorous verification process that required to be supported by three different witnesses and documentary evidence.
“The impetus behind the Uganda Report on Violations Based on Sex Determination, Gender Identity, and Sexual Orientation is the conviction that no violation of rights or dignity based upon an individual’s actual or perceived sex, gender identity, and sexual orientation should go undocumented or unacknowledged. The collective experiences of violations of LGBTI Ugandans that form the basis of this report will be used to educate the public, religious leaders, civil society, and the international community, as well as to inform policies and policy makers in Uganda of the pervasiveness and the consequences of discrimination faced by LGBTI Ugandans.” READ MORE AT http://www.hrapf.org/sites/default/files/publications/uganda_violations_report_october_2014_.pdf
