Although the Ugandan LGBT community braces for a second read of the Anti-Homosexuality Bill today, the Ugandan Parliament’s Oder Papers reflect that the Bill is scheduled to be debated as #7 on the Order Papers. However sources informed me that the Parliament may randomly pick an order and that today the Bill would be read.
Judging from the business at hand and the financial borrowing matters for the Government, its is hard to imagine that Parliament would skip on the agenda and prioritize the AHB, unless the anti-gay bill were needed to perhaps scapegoat the real issues, so clearly reflected by the Agenda.
It is interesting to note from the Agenda, that the Ugandan Government, is planning a great deal of borrowing from Islamic countries. Uganda which recently all but declared itself a Christian country, may well realize that the Islamic countries are less likely to withdraw AID and refuse financing, based on Uganda’s anti human rights record, especially in so far as they pertain to LGBTI people.
