Today, the website Parliament Watch Uganda released the Hansard, the Parliamentary proceedings, of the Dec 20th 2nd reading of the Anti-Homosexuality Bill (AHB).
Proponents for the AHB lead off with the tired old need to defend marriage as between one man, one woman argument but quickly got to:
“There have also been a lot of arguments that same-sex attraction is something which is innate or inbuilt, which we want to really disagree with. We know that homosexuality is a learned behaviour and therefore can be unlearnt.”
Opponents of the bill weren’t much better suggesting:
“The Bill is discriminatory and rather than prosecute the homosexuals in our society, the state should be trying to find ways to help them reform.”
President Museveni has now determined that he needs “scientific proof” that homosexuality is NOT a learned behavior. As OBLOGDEE reported last week Mr. Museveni’s ruling party the NRM will now consultant doctors and psychiatrists to present research findings in their efforts to determine whether or not homosexuality is abnormal and present a report to the NRM caucus during its February 6-16 retreat in Kyankwanzi.
Museveni is reported to have said “Unless I have got confirmation from scientists that this condition is not genetic, but a behaviour that is acquired, I will not sign the bill.”
